31 March, 2010 SLRB activates the ownership of storey’s and flats in the Kingdom of Bahrain
Following a number of meetings held with stakeholders
H.E. Shaikh Abdul Rahman Bin Ali Al-Khalifa discloses practical steps and mechanisms of ownership process
In the presence of H.E. Shaikh Abdul Rahman Bin Ali Al-Khalifa, Director General of Land Registration, Mr. Mohammed Noor Al-Shaikh, Assistant U/Secretary of Common Municipal Services and Mr. Abdulla Al-Bua’inian, Acting Assistant U/Secretary, Court Affairs and Notarization, SLRB held a meeting at its headquarter in Manama on Saturday 22 April 2006 at 12:30 pm with regard to activating the ownership of storeys and flats. The meeting was convened at SLRB headquarter in Manama.
H.E. Shaikh Abdul Rahman Bin Ali Al-Khalifa declared that this meeting capped a number of meetings previously held by the Bureau with the Ministry of Municipalities and the Ministry of Justice where the debate focused on activating this system which is to the interest of citizens. He added that application of ownership of storeys and flats system in Bahrain will be based on approved practical procedures and mechanisms. The process of procedures will commence at the ministry of municipalities and agriculture and thorough Land Survey Directorate to the notary public at the ministry of Justice and finally Land Registration Directorate where the ownership deed will be issued.
H.E. Shaikh Abdul Rahman Bin Ali Al-Khalifa explained that the process of ownership of flats is finalized in stages; the first stage is that an applicant should submit an initial sale approval application to the Municipalities as conditioned by the municipality until completion of construction. The final application shall be approved and maps stamped by the Municipalities. Then a survey certificate, maps and ownership deed shall be issued for the units from the Survey Directorate, and finally the notary shall notarize the sale contract.
HE Shaikh Khalid added that required documents for the process are: notarized sale contract, a copy of CPR, Municipalities approval, 3 copies of drawings which shall be approved form the Municipalities including all storeys and flats, in addition to 3 copies of approved drawings of the saleable unit approved from Municipalities, in addition to the plot deed in order to notarize the sale contract at the notary public.
Mr. Khalid Al Ansari, Director of Land Survey Directorate pointed out that an applicant should submit documents required for the issuance of survey certificates for the saleable units along with the map and ownership deed and other required documents. These required documents comprises: a copy of drawings approved from Municipalities, a copy from the CPR and a survey application form, in addition to identifying an certified consultant engineering office to carry out the survey and finally the ownership deed.
Mr. Muhammad Noor Al Shaikh delivered a filmed presentation about flats ownership explaining in detail the mechanism of processing transactions for citizens.
