Strategy for Adopting Emerging Technologies at the Survey and Land Registration Bureau

In alignment with the Kingdom’s Economic Vision 2030 and the Government Action Plan 2023–2026, the Survey and Land Registration Bureau (SLRB) is committed to supporting national development efforts through digital transformation aimed at modernizing land and real estate services. The Bureau plays a pivotal role in enabling effective land management, enhancing transparency, and delivering advanced services to citizens, businesses, and government entities.

The Bureau’s approved strategy is built on the following key pillars:

  • Transformation of Surveying and Land Registration Services
The Bureau aims to modernize its core operations by adopting both mature and emerging technologies. This transformation supports faster registration processes, more accurate surveying, and the provision of user-centric smart services.
  • Geo-Intelligence and Data-Driven Decision Making
By deploying advanced technologies such as Geographic Information Systems (GIS), big data, and artificial intelligence (AI), the Bureau enhances its capacity to manage, analyze, and visualize real estate data. These capabilities support national planning, infrastructure development, and property valuation.
  • Digital Governance and Operational Efficiency
The Bureau embraces IT governance best practices and leverages modern technologies to ensure operational efficiency, value for money, and improved quality of public services.

As the entity responsible for managing land and property data in the Kingdom, the Bureau seeks to support other government entities in exploring opportunities to adopt advanced technologies such as AI, blockchain, and remote sensing. These technologies collectively contribute to improving public service delivery and real estate management.

In this context, the Bureau continues to explore and assess applications of emerging technologies that will have a positive and sustainable impact on service efficiency, public trust, and institutional capacity building.

The Bureau’s commitment to technological transformation is reflected in several pioneering initiatives, including but not limited to:

  • Adoption of Cloud-Based Geographic Systems
The Bureau is migrating its core geospatial data systems to secure cloud platforms, ensuring scalability, improved performance, and business continuity, in line with national cloud computing policies.
  • Blockchain Application in Land Records
The Bureau is exploring the use of blockchain technology to create a secure, transparent, and tamper-proof digital registry of property transactions, thereby enhancing public trust and reducing real estate disputes.
  • Integration of AI in Land Services
The Bureau is working to deploy AI tools to automate land surveying and registration processes, detect construction violations, and enhance the user experience across digital service channels.

Through these initiatives, the Survey and Land Registration Bureau reaffirms its commitment to leading the digital transformation of land administration and fostering institutional innovation, in line with the Sustainable Development Goals and the Kingdom’s future vision.
