20 September, 2017 Statement by SLRB President His Excellency Shaikh Salman bin Abdullah Al Khalifa on the Convening of the Government Forum 2017
SLRB President His Excellency Shaikh Salman bin Abdullah Al Khalifa stressed the importance of the Government Forum 2017 held under the patronage of the Prime Minister His Royal Highness Prince Khalifa bin Salman Al Khalifa, and the initiative of the Crown Prince, Deputy Supreme Commander, First Deputy Prime Minister His Royal Highness Prince Salman bin Hamad Al Khalifa. He noted that the forum provides a good opportunity to know what parts of the Government Action Plan has been achieved in the preceding period, and how to build upon it this year to enable ministries to continue the government’s efforts to achieve comprehensive and sustainable development.
He pointed out that the forum provides a good opportunity to exchange views and ideas, share knowledge, learn about what projects and programs have been implemented, what can be done to implement the next phase of the government action plan and future projects to enhance development sustainability and stability. This forum will certainly enable us to come up with more initiatives and projects to help realize the Economic Vision 2030 and its principles that are based on sustainability, competitiveness and justice.
He added that this forum further provides the opportunity for leaders at all levels to learn about the strategic policies and direction of the government and how to formulate and build such policies. This is what has been achieved at the forum of last year, which in turn helped to translate the government’s directives and vision for advancement and development into reality. This is all in line with the directives of His Majesty King Hamad bin Isa Al Khalifa, King of Bahrain to achieve further development and progress for the benefits of citizens, as part of the comprehensive development vision of His Majesty. The SLRB President praised the transparency approach exhibited during the forum which emphasized the spirit of partnership both at the decision-making and implementation levels. The performance of the public sector has been enhanced, thanks to the high level of coordination which resulted in the completion of many national projects and the overcoming of the challenges that government projects and plans have faced.
His Excellency Shaikh Salman bin Abdullah Al Khalifa said that SLRB has been able to complete many important projects during the preceding period. The most important achievement was the approval by His Highness the King of the Real Estate Regulation Law. This law will result in the establishment of a Real Estate Regulatory Authority which will play a major role in the development of non-oil revenues and ensure the stability and strengthening of this highly important economic sector.
In this regard, the President of SLRB expressed his thanks to His Royal Highness Prince Khalifa bin Salman Al Khalifa, the Prime Minister, for the support that his government extends to the real estate sector and to the Crown Prince, Deputy Supreme Commander, First Deputy Prime Minister His Royal Highness Prince Salman bin Hamad Al Khalifa for facilitating the passing by the Council of Ministers, at its meeting presided over by His Royal Highness on Monday, of a draft decree with respect to the establishment and organization of the Real Estate Regulatory Authority and the naming of its chief executive. The personal support of His Royal Highness the Crown Prince to this project had led to its success, which in turn will enhance the status and contribution of the real estate sector to Gross Domestic Product (GDP) to become one of the most important non-oil financial contributors to the national economy.
His Excellency added that this project would not have been possible to achieve in this comprehensive and complete manner had it not been for the directives and guidance of His Royal Highness the Crown Prince to all those involved in the drafting of this law. The SLRB President also praised the support of the Ministerial Committee for Reconstruction and Infrastructure to the success of this project, as well as that of the MPs and members of the Shura Council in discussing and passing the law.
The President of SLRB also mentioned that a number of other projects have been implemented in the area of spatial data which would contribute to expediting the execution of infrastructure projects in the Kingdom. The most important of these projects was the “Underground Services Survey ", which was launched by SLRB in cooperation with certain concerned governmental and non-governmental bodies. The project will provide accurate maps of underground services, such as sewerage lines, electrical cables, telecommunications cables and other services. This data will contribute to reducing the expenditures, costs and budgets as well as the effort and time of executing infrastructure and related projects in the Kingdom of Bahrain. The latest techniques and most advanced modern technology will be used in this survey process to enable us provide comprehensive and accurate information to the concerned senior government officials and decision makers.
