Exhibition, the President of the Survey and Land Registration Bureau: Continuing to adopt plans and strategies supporting innovation and creativity to advance the real estate sector and enhance its contributions, competitiveness, and sustainability
His Excellency Engineer Basim Yacob Al Hamer, President of the Survey and Land Registration Bureau, confirmed that Cityscape Bahrain 2024 has proven over the years to be a prestigious platform and an ideal destination for real estate enthusiasts and those seeking lucrative investment opportunities in the Kingdom of Bahrain. It reflects the dynamic growth of the real estate sector, which is one of the key drivers supporting the national economy in the Kingdom. He pointed out that the exhibition provides an ideal environment to explore the integrated investment advantages and facilities offered by Bahrain to support real estate projects.
This came during His Excellency's participation in the conference accompanying Cityscape Bahrain 2024 at the Bahrain International Exhibition and Convention Centre, with the attendance of real estate sector leaders, experts, and decision-makers from around the world.
His Excellency clarified that efforts are ongoing to adopt plans and strategies that support innovation and creativity in order to elevate the real estate sector, enhance its contributions, competitiveness, and sustainability as one of the fundamental pillars of the national economy. He emphasized the work to accelerate progress toward achieving desired goals across all sectors and adding more achievements to Bahrain's record to ensure it remains at the forefront.
His Excellency stated that the Survey and Land Registration Bureau is currently reengineering procedures related to real estate services by simplifying processes and reducing the steps needed to complete transactions. He noted that this digital transformation includes gradually eliminating paper use and reducing the need for in-person visits, which enhances service efficiency and improves the user experience, while supporting the swift and accurate transfer of real estate.
Al-Hamr also revealed plans to create a comprehensive electronic platform that will allow all users to access real estate services easily. He pointed out that this platform will help improve transparency, ensure the rights of all parties, and strengthen investor confidence, thereby creating an attractive and secure investment environment.
Furthermore, His Excellency affirmed that the Bureau is giving special importance to enhancing real estate transactions and ensuring property security by protecting ownership rights and reducing property-related disputes. He also highlighted that approximately 70% of the Bureau's services have been outsourced to the private sector, represented by survey offices, to enhance efficiency, speed of completion, and ensure the delivery of high-quality services to meet the needs of citizens and investors.
Al-Hamr noted that these efforts have contributed to raising Bahrain's performance in the Ease of Doing Business index, placing it second in the Middle East and third globally in the index related to the number of procedures, time, and cost involved in property transfers. He also mentioned that work is underway on the National 3D Mapping Project, which will enable the Bureau to create a data platform that supports artificial intelligence applications, enhancing system integration between relevant government and private sectors.
He added that the project will contribute to improving the efficiency of data sharing and governance, facilitating data analysis, which is crucial for the planning and design of infrastructure and development projects. Al-Hamr also noted that the Bureau contributes to environmental preservation by identifying protected lands and areas that require special care, regulating them to reduce negative environmental impacts. Additionally, the Bureau is involved in planning green development projects that balance economic growth with the preservation of natural resources.
Finally, the President of the Survey and Land Registration Bureau emphasized the importance of investing in spatial data and modern technologies and working to strengthen cooperation with the private sector to achieve innovation and institutional excellence at both local and global levels.
